Online wine sales increased dramatically during the pandemic. And several state legislatures are working on laws that would make it easier to purchase spirits online. The demand is there, which could mean online alcohol sales are about to skyrocket, and savvy web retailers could take advantage of growing consumer enthusiasm.
Some exceptions to the three-tiered system have happened over the last decade. California, not surprisingly, allows wineries more latitude in selling to restaurants and retailers, and consumers can buy wine directly from producers in most states. But these scenarios are limited. Most alcohol sales in the U.S. exist through the three-tier system, and it gets confusing when those sales occur online.
For grocery and convenience stores, Texas's alcohol sales times for wine are the same as beer: Monday through Friday, 7 am to midnight, Saturday, 7 am to 1 am; and Sundays now, from 10 am to midnight.
Aside from grocery or convenience stores, package stores sell beer and wine, not liquor. If a package store only sells wine, they have the same operating hours as a liquor store. If they sell beer and wine but nothing else, then special restrictions apply to the sales of wine with an alcohol content over 17%.
Texas liquor laws are mostly complicated because they've been around long, are regulated at multiple levels, and deal with large, complex industries. The state passed its first \"Blue Laws\" (alcohol bans) in 1935, two years after the end of federal Prohibition. Some counties or municipalities have separate alcohol laws enforced on top of the state laws.

The Comptroller encourages all taxpayers to support Texas businesses while saving money on tax-free purchases of most clothing, footwear, school supplies and backpacks (sold for less than $100) during the annual Tax-Free weekend. Qualifying items can be purchased tax free from a Texas store or from an online or catalog seller doing business in Texas. In most cases, you do not need to give the seller an exemption certificate to buy qualifying items tax free.
During the holiday you can buy qualifying items in-store, online, by telephone, mail, custom order, or any other means. The sale of the item must take place during the specific period. The purchase date is easy to determine when the purchase is made in-store but becomes more complicated with remote purchases. The purchaser must have given the consideration for the item during the period even if the item may not be delivered until after the period is over.
For example, if a purchaser enters their credit card information in an online shopping website on Sunday Aug. 7, 2022 at 5:00 p.m.to purchase qualifying school supplies, but the school supplies will not be shipped until Friday Aug. 12, 2022 and will not arrive until Tuesday Aug. 16, the purchase will still qualify for the exemption. However, if the charge to your credit card is declined by the payment processor at 11:00 p.m. on Sunday Aug. 7, 2022 and the purchaser does not resubmit payment until Monday Aug. 8, the purchase is taxable.

The current alcohol laws in Texas limit selling beer, wine, or liquor before 10 am on a Sunday morning. Here's a trick, buy everything you need for Sunday on Saturday night. Anyway, this limit is in place from midnight until noon and is applicable at all locations where alcohol is sold. Liquor stores are closed all day on Sunday.
The new Texas law, also known as House Bill 1518, was signed into law by Greg Abbot in the fall of 2020. It makes the sale of alcohol before noon on a Sunday legal and loosens the requirements for liquor stores to sell later in the evenings. This law makes it easier for the owners of liquor stores and anyone trying to buy liquor outside the regular hours.
